How is the traffic rank measured?

A website's rank here is the smallest of those lists it is in, so "Top 10K" means it is among the 10,000 most visited origins.

Is this the same as Similarweb or Alexa rank?

No. It is Google's public Chrome UX Report popularity data: it counts how often an origin is loaded in Chrome by opted-in users, not visits across all browsers, and it is published as rank buckets. It is free open data (CC BY 4.0).

Why are some popular Japan websites missing?

This page ranks the 20,000 websites with the highest domain authority that we track, not every website in Chrome's Japan list. A popular local website with a low web graph authority can be missing.
